Cambodia-Korea Foreign Diplomatic Policy 

The Ministry of Foreign Affairs is a government agency which has been given the mandate and responsibility for conducting Foreign Relations with other countries. This includes matters related to Political Relations, Economic Affairs, Security matters, Social and Cultural Promotion. The Republic of Korea is a develop country of Economic, also the political sector, Cambodia and South Korea start their relation since 1970 but it was creased during the Khmer Rouge Regime, but later on, the bilateral relation of both country was start again in 1996 and established the official embassies in 1997, the bilateral relation was include Political Affair, Economic Affair, Security Matter, and Cultural Promotion

I.                   Political Relation

1.      Improve more Diplomatic

Since Cambodia had election in 1993 and 1998, the policy of Cambodia is fully free open for the international relations and also uses the liberal policy in order to be implement to the Paris Peace Agreement in1991. So to be implementing it, Cambodia has been opening the door for Korea, in term of political, cultural, economic…etc. in case that Cambodia have good diplomatic with the giant economic like Korea, it mean that we has shown to the world bout the Cambodia policy nowadays and also tell the world that Cambodia have fully peace and welcome the other nation to make diplomatic.

Korea is also as the as Cambodia, truly, Korean and Cambodia had diplomatic policy since 1970, but in the Pol Pot regime, the international relation nearly become zero, it mean that the diplomatic is stuck or slowly activate for the liberal countries, so it become the wall of Korea with Cambodia, but when Cambodia has new policy since 1993, the bilateral relation of Cambodia and Korea is back and better than before because it is the time for Korea to lead their the Asia specially in Southeast  Asia because the country in this religion is develop quickly which provide many benefit for Korea, investment and to be lock in to the Asia Market in term of export their production and culture to the world.

2.      Cultural Promotion

Why the diplomatic policy is playing the importance role for Cultural Promotion? I think we all knew that culture is an element of the nation, if we can prove it to the world mean that we trying to protect and prevent it. The government of both countries is also think like that to they lead the county and make diplomatic to the world because they can guide the world to know clear about its country, For example Angkor wat is the identify of Cambodia and the language, music, and so on. With the cultural promotion, we notice that both counties can get benefit to each other such as exchange study, in term of education and development the human resource on historical. So if many people are interesting they may fly to Cambodia for tour and spend money so it becomes business promotion.

Angkor Gyeonfju World Culture Expo 2006, Korean Arts performance in Siem Reap, and Gyeongju world Culture Expo which was held in Gyeogju, Republic of Korea in 2007. Those two evens shoe the location and international community were the special identification of the excellence bilateral relation between Cambodia and Korea in culture and tourism industry.

26^th January 2010, a newly set up center was inaugurated Phnom Penh-Daegu Gyeongbuk Culture, tourism, and Trade Promotion Center. This center is not only a location use for Cultural, tourism, and commercial fields, but also a testimony to the close relation between Cambodia and South Korea. The center will become the one that provides tourist information to local and foreign tourists on security, safety, and tourism destinations in Cambodia as well as the provision of the recommendation about the tourism development in the country in the present and the future.

3.      Human Resource

While the Korean and Cambodian are a good relation to each other by the bilateral tied, the increasing of Korean tourists the human resource in Cambodia have a limited which the person who can use Korean language, so I order to build the human ability and to provide more job opportunity such as teacher, translators, and tourist guides. the Department of Korean Studies at the Institute of Foreign Languages of the Royal University of Phnom Penh advance the study of Korean language I Cambodia by offering both noticed complete four-year Bachelor of Art degree and non-degree intensive short courses. The Ministry of Education, Youth, and Sport through its decision No. 2 dated 9 March 2007,officially granted permission for the establishment of the Department of Korean Studies, located within the Institute of Foreign Languages at the Royal University of Phnom Penh through a Korean Languages short course was established in October 2002.

Beside the languages, Nuclear Engineer program has been sponsored by Seoul University and Korean government since 207 in University of Battambong. Visiting professors and fieldworks of the students of this program is always carries in South Korea under the expenditure if Korean government and Seoul National University, Korea. Other ways, the government of Republic of South Korea also provides full scholarship for Cambodian students to pursue their study in all levels from short course to doctorate degree

4.      Provide Aids

During the global crisis, the Republic of South Korea had continued provide assistance to Cambodia despite the country is being faced. This was made known here on Thursday by South Korea out-going Ambassador to Cambodia H.E. Shin Hyn Suk during a farewell meeting with Cambodian Prime Minister Hun Sen. The Korea diplomat expressed thank to the Royal government of Cambodia for their providing favorable facilitation and good cooperation for him to successfully fulfill his tree year diplomatic mission in Cambodia. He also highly praised the kingdom’s economic growth.

            I the reply, premier Hun Sen thanked the Korean diplomatic for his active mission in Cambodia, particularly attracting many Korean investors to Cambodia as well as contributing to the rapid economic growth of the country, he also thanked the government of the republic of Korea for its continuously providing assistance as well as its pledge to keep on assisting to Cambodia.             In 2010, South Korea increase aid andinvestment in Cambodia given the good relation of the two nations. Korea will increase overseas development assistance, ODA, for Cambodia, according to the South Korea’s Ambassador Lee Kung soo assured Cambodia’s Deputy Prime Minister Sok an in the meeting on Thursday. Lee said South Korea has allocated US$100 million in assistance for poor nation this year including Cambodia.

Cambodia is the top priority country for that ODA. To the government report South Korea investment were recovered US$1.21 billion for 2007-2008. Meanwhile, South Korea has offered about US$265 mllion in aid and loans since 2001 to 2009, according to the Cambodian government data.

II.                Economic Affair

1.      Investment

In 2009, Cambodian high level delegation led by Prime Minister of Kingdom of Cambodia, HUN SEN, paid an official visit to the Republic of South Korea for three main summits such as ASEAN-ROK CEO Summit in 31 May to 01 June 2009 at Jeju, ASEAN-ROK Commemorative Summit 1^st to 2^nd June 2009 at Jeju, and Official Visit 2^nd to 5^th June 2009 at Seoul.

At the same year South Korea President Lee Mung-bak led Korean delegation to the Cambodia for two days from October 2 and 23, 2009. The parties were also signed other agreement on cooperation covering mineral exploration, broadcasting, forest plantation and climate change, and bilateral relation.

            A part from many remarkable prospects will pave the good ways to attract much more Korean businessmen, investors, tourist influx into Cambodia which has become a country with the potential in the natural resources attractive of business and investment environment. Cambodia also has a lot of potential in the natural resources, petrol and gas sectors.

            The government also takes this good opportunity in making recommendation to korean business and investment to increase their opportunity for doing business, especially, SMEs and take more consideration to extend their investment in agriculture sectors, make the processing agriculture productions for international market, due to Cambodia has a lot of room aveliable for Korean business and investment activities.

            , last year South Korean investments there grew fivefold, making Cambodia the second-biggest reception of Korean International Trade Association. South Korea briefly overlook China two years ago as the biggest source of foreign direct investment, accounting for 23 percent of projects approved by Cambodian authorities that year. Although China regained its leadership, several large-scale Korean projects are in the pipeline, in sectors including construction. Camko city is a biggest plan development of other many plans which Korean investors have already plan contraction in Cambodia.

            Observers find it hard to explain exactly why Koreans have zoomed in on a country that is not particularly close to them, either geographically or culturally. According to Anh Ho-young, South Korea deputy trade minister said, “A lot of Korean businessmen are looking to invest aboard and somehow Cambodia seems to be now better known, particularly among small and medium-size business, than other countries.”

            Douflas Clayton, who have been investing in South-east Asia for two decades and manages Leopard Capital, a Cambodia fund said, “Korean is Asia’s most adventurous frontier market investors right now”. On suggestion is that the historic disconnect between the countries has helped. Decades of war have fuelled a profound distrust in Cambodia of its neighbors”.

            They understand how Korea itself was rapidly developed from a frontier market into a developed society and see the possibilities to repeat that process in transitional economics like Cambodia. For historical reason Korean are not eager to place all their bets on China, so they are interested in alternative low-cost production centers.

            The most visible sign of Korean investment in Cambodia is the redrawing of Phnom Penh’s skyline. Two Korea Construction companies are erecting sky scrapers that will be the city’s tallest building. Meanwhile, a joint venture between Korean and Cambodian  companies is developing a satellite city, appropriately name Camko city, a Korean bank, and is also due to house Cambodia’s future bourse-again with financial as well as training assistance from the Korean stock exchange.

            In the six year, the Korean community has grown from less than 500 to about 10,000, that is not because of business but because they fell in love with beautiful nature around temple of Angkor Wat,

2.      Tourism Industry

Tourism becomes the third main importance sector, after agriculture and garment industry in developing Cambodian economy. In 2011, Cambodian government received 2.8 million tourists to visit Cambodian historical monument, Angkor Wat, beautiful beach and so on. Among the tourists, the South Korean tourist stands number 2 after the Vietnamese, before 2010, Korean visitor were the first one. In 2010, there were almost 30,000 South Koreans visitors, ad 2011 there were almost 250.000 tourists came. South Korean people visit Cambodia not only give job opportunities to people and boost Cambodian economic growth and development; but they also bring with them their culture, language and life styles to familiarize them to Cambodians. Interestingly, Cambodian youth always dream of visiting Korea and they even name Korea as the land of cleanliness, romantic music, and movie and land of snow. Thousands of them did actually visit South Korea.

Among of foreign tourists, Korean tourists stood at the first rank in connected continuing 5 years 2004, 2005, 2006, 2007, and 2008, amounted 128,423 and 216,584 and 285,353 and 266,370, as respectively. But in 2009 Vietnamese become to replace the rank. In year 2009, number of visitors from South Korea dropped 25 percent cooperating with year 2008, 26,370 to 197,725. In year 2010 the number of visitors from South Korea around 272,000 went to Cambodia, in year 2011, the embassy of South Korea fully hopes around 38% increasing comparing with the same period of year 2010.

Korean Air has their two direct flights per day to Cambodia, one flight land to Phnom Penh International Airport, one flight land in Siem Reap international Airport. Example, Asiania Airline also does the business activity the same Korean Air; it has their two direct flights per day to Cambodia.

So the Royal Government of Cambodia I actively promoting open-skies agreement with other different nations

Finally, Cambodia now is become the international market, amazing tourist destination by the international cooperation and mutual relationship with offered by friendly nations really have positive impact on Cambodia, every field sector that is Republic of South Korea who have been helping Cambodia till today.

Answer

As you know USA, China, Russia are the powerful country in the world we can compare those country to the king of wild animal that always bite each other to grain the meat to feed their family and their life. In this case, Southeast Asia is the meat because its territory is the best place for Political and Economic such as Singapore, Philippine, or three country of Indochina. Mostly, in Southeast Asia are fully of natural resource that is parallel to the Macro War Theory “The happening of war because of the ambition of one country to other country who has a low power than himself in tension to grab all the natural resources or other value things to process their economy sector”. Other ways, the three powerful countries are have different ideology to be lead the word, USA is the Capitalism Country and use Democratic policy, China is the Communist country which follow the Moe Policy, and Russia also the communism Country but follow Lenin Policy. So WWI and WWII is the result of Macro War Theory and after WWII is the result of ideology or cool War. But why those powerful countries really want to influence in Southeast Asia country specially Indochina although those three countries is the small country and have no longer natural resources as before?

 

USA and Southeast Asia

USA is very interesting in the natural resource of Southeast Asia except the country in Indochina because there is have little natural resources and also the poor country. USA really wanted in Oil, Rubber, Gold, and other value things, but in 1950s the communist of China were expansion into Asia but Indochina area are the best place to be control other country in Southeast Asia such as Thailand, Burma, are in communist control and widely to the hold Asia, so in order to prevent the security of the Asia and Europe especially USA itself. For this reason, UN who are influenced by USA has an urgently intervention into Vietnam to stopped communist to Asia, for instance, Vietnam had divided into two blocks by the 17^th parallel. In this situation USA use aid, Military aid and Economic aid, but mostly is Military aid because USA have no project to develop those country but in order to expansion their military and train their troop to be strong of military strategy, such as US base in Philippine and USAF in Thailand, USN in South Vietnam. Thailand, Korea, Taiwan, Philippine, Indonesia, Malaysia, and … etc are the importance blood vessel of economic, so in order to control Indochina from Communist USA have 6 main goals

-        -  Stop communist at least 17^th parallel

-         - Replace the France troop who was withdraw from Vietnam

-      - Protect and prevent the benefit of SEATO specially Thailand, Cambodia, Laos because according to the ---Domino Theory those three border are the dangerous area and also importance

-        -To ensure and implement the Geneva Convention

-         -To build Cambodia, Laos, and Vietnam to be liberalism as western countries

-     -To ensure the stability of political of three countries to be as strong as western countries and also to be develop country

Although USA try to protect Asia from Communist, but if those country not support USA, so their willingness in Asia will be nothing, luckily, those country like Thailand and Korea cannot process well without USA because they could get many benefits from USA by aid.

In conclusion, USA influence in Southeast Asia because they have to prevent the communist into Asia country and most of Southeast Asia also need USA for their own benefit too.

China and Southeast Asia

China is different from Russia and USA because their economic were limited and didn’t have any high teach-weapon as USA and Russia but China has many troop than other country in the world, all China military are follow the strict regulation. China become alone after they make war with India and the relationship with Russia was broken too, so to be protecting their territory and to expansion their affect to the world, Indochina is the best area for this solution. China is effect to North Korea and Cambodia in order to get Vietnam to under their control and also warring to the Russia and USA that China still have ability and strong to be competition with other country. In 1958 China mapped a new border with include 45 islands of Vietnam to under their control and Cambodia is also the best place to serve the benefit for China to the world without across India and Russia. China wants to control Indochina because they still have place to build their base in. this mean that most border of itself was covered by Russia and India troop, and Indochina is the best backdoor to avoid the invitation of other country to their country and in order to ensure their  effect in Asia also. For example, after Cambodia got their independence from France the leader was believe to the communist policy than liberalism policy because the foreign policy of Cambodia still low and they don’t know clearly the communist policy, so Cambodia become the best area to attracted US base in South Vietnam and to ensure the best economic area specially the best transportation of China. In Southeast Asia are controlling by USA and UK so after 1945  China still strong and they could attracted USA in to two ways, first, in Korea peninsula in tension to get Taiwan island, second in Indochina, Indochina war I then they come to Asia  to competition of Asia market from SA and UK. Cambodia and Laos is the a area to transport the food and military weapons to Vietming to fight with USA in Vietnam and the best place to fight with French at Dien Bine Phu.

In conclusion, China influent in Southeast Asia because they want to ensure their effect to world and Asia and protect their territory from other power country too, especially they could ensure the best economic area and transportation to other country in Asia or the world with the competition with UAS and UK and the Russia’s influence to Asia.

Russia and Southeast Asia

Russia is a powerful country of communist bloc; they have high tech-weapon as USA, this country never lost the war because they have the red troops with clearly with the strategy of military and brave. In Southeast Asia most country were in colony, so they could use their ideology to grain their benefit, that’s the truth the communist was happened in the middle of Asia, Communist party of Indonesia lead by Soo Kanau, Burma, and specially in Vietnam because if they could control Vietnam it mean that they could control Cambodia and Laos base on the colony of French strategy. In order to protect and expand their ideology, Vietnam is the main actor to their twin strategies, first forward to Asia, second forward to China, the reason is they could control and co-control with USA of Asia market, area, and military power. Vietnam is a small country but he is a string country in Asia, because Vietnam follow the Lenin ideology, so Russia is the backward of Vietnam then Russia could be influent into wild Asia. After USA leave their control from Indochina Russia are fully control Vietnam and China are fully control Cambodia, Khmer Rouge, that is the reason to lost many Cambodia life nearly millions person. The ideology of Russia and China are different so it become to be low relationship specially the military power, that why both country are fully pay attention to each other. Although, Indochina are the poor country but it is the best area to build the military base to hold on any attract form western country.

In conclusion, Russia need to be influence in Southeast Asia because they could prevent their ideology and make it bigger and bigger to the hold Asia, other way they could control the Asia economic and build the military base to hold on the attract from Western country, and grain benefit from natural resource for support their country which was destroyed by Germany after WWII also.

Southeast Asia in cool war is the best area for the powerful country to be control the hold Asia; the special area is in Indochina which has a strong Vietnam troop in the Asia and the special geography for economic and military base.

In this 2012, Cambodia is going to celebrate their own New Year, Khmer New Year. It have three day off, from 13-15, April, 2012. So let's enjoy our holiday and making our smile together.
